Mr.Mikhalev graduated from Buryat Agricultural Institute, the Russian Academy of National Economy and Public Administration under the President of the Russian Federation. Mr.Mikhalev supervises scientific specialties in the journal: 5.2.3. Regional and sectoral economics, 5.4.4. Social structure, social institutions and processes.  Mr.Mikhalev is awarded the medal of the Order «For Services to the Fatherland» of the II degree, medals, Certificate of Honor of the SF. Mr.Mikhalev has the letter of thanks of the President of the Russian Federation.
